...actually it isn’t just about funding though, that's just a particularly frustrating bit of ‘progression’...sadly there can still be a degree of stigma associated with mental health issues..so maybe a reluctance for some who are struggling...to express openly how they’re feeling with feelings of hopelessness..?...
