To me these powers don't gaurentee safety.

Sam only had a CHANCE to return.
Bayleigh could still be nominated at the veto ceremony.
Tyler can still be nominated as a replacement nominee, unless he isn't nominated at the nomination ceremony then he can use it at the veto ceremony.

No, it's basically a HII for one ceremony, whether it be Noms or POV. As far as I know, at least. That seems to be the general understanding at least!

I think it's the opposite, he could take a gamble on her planning to backdoor him and then save it for post-Veto when she has no idea what's coming
