I would say that 90%+ of women would not take it as a compliment and would probably find it really intimidating to have some random bloke coming over to them to say something like that, they would likely take it as a random come on, which is not usually appreciated.. Might explain how he managed to get a harassment complaint actually.
I mean, the amount of times random blokes have said to me (always when I am alone, never with other people) 'smile love' and **** like 'nice tits' along with stuff like...if I am reading on a train, coming to ask what I am reading to try to strike up a conversation. I am like I am reading, leave me the **** alone, then I get 'was only being nice, bitch' and such. 'Compliments' always turn into insults when you make clear you are not interested.
Its just relentless, and how some blokes seem to see it as a good thing I will never know.
