How come people like the guy who was here the other day trolling are insta banned yet this type of trolling is allowed?

A thread much like this was made not long ago by the same poster and gathered a negative reaction so he makes one very similar? is some trolling allowed and others not? The rules are confusing.

Yep, Gamepodfan and a myriad of others lasted only a limited amount of time, yet this one's been here almost 9 years.
