So Agent Carter tv series would of had to feature Steve if it was still airing lol.

He's too high budget; you'd get a cameo at most (like Samuel L Jackson's 1-minute appearance in Agents of Shield), probably just a couple of mentions or maybe Carter acting like she's talking to him on the phone .
