I find it kind of fitting because I remember when I first played it, I had never played a game that was longer than 5 - 10 hours (other than strategy games etc), and it took me 8+ to play through Midgar on that first playthrough and so I thought the game was nearing completion at that point. I think they'll heavily flesh out the first reactor, Sector 6 and ShinRa HQ and probably add some unseen parts of the city. It also makes more sense with it seeming that the Nibelheim-5-years-ago flashback (which could be a couple of hours of gameplay, easily) has been moved from Kalm so that it'll presumably feature towards the end of the first game.

My only real concern is in terms of timescale now though. Not showing any of the world makes me suspicious that they haven't actually developed most of the world / assets beyond Midgar... which makes me worry that part 2 and beyond is open to delays.

I'm wondering if the 'open' world will be a bit more linear than we think, I mean, in a way, the world maps always were linear, they just gave the impression that it was open
