Different pay grades in the same job. That's a pretty widespread way of employers manipulating people's pay, there are usually pretty hazy criteria as to what grade you're on. Also people like women, gay people, trans people, black people are also often overlooked when it comes to promotion. It's pretty disgusting in 2019.

Itd be enlightening to know how employers justify that to themselves

It would. I do believe things are changing, but it's soooo glacially slow.
