So are you saying people are not responsible for their own actions and thoughts ? a bit like the UK ,if anything goes wrong , blame the government, of course the perpetrators are never to blame ,ah well it will give plenty something else to moan about.

Yes, we do. If the leadership of a country is putting out rhetoric that could inspire violence then the blood is on their hands as much as the person who committed the violence.

If someone's in charge and something goes terribly wrong in a way that they likely brought about, you would hold them responsible, no?

Trying to shield governments from criticism is pointless. Dissent is the ultimate form of patriotism.
