The Keyworkers all work for the wonderful THS (the TiBB Health Service, of course), and letters from their employer have been sent out in the post to inform them of their duties as keyworkers.

But the address labels fell off in the post so it has become first come first serve. There are 5 coloured letters. Two of these letters will grant the player a game changing advantage to help them fight the pandemic. Two of these letters will set the player back a step in the game. One letter contains absolutely nothing.
