The consent laws in Japan are a bit more complicated than that, sex under 13 carries a minimum jail term but 13 isn't the age of full consent, there is another law about adults not engaging in sexual activity with "children" and most Japanese courts define children as anyone up to the age of 16, but some even 18. The issue is quite cloudy really. But in general, no, modern Japanese culture wouldn't consider 13 to be the appropriate age of full consent.
