I am more than certain that he had a foot pedal disguised in the base of the pedestal which held up the dog. There were then electronics in the pedestal which wirelessly transmitted a signal to the dog's fake muzzle type attachment.
However, there could just be a wire from the foot pedal and a connection point. The connection is then disconnected when the dog goes off stage Notice how the dog never "talks" while it is not on the pedestal.
