That is probably very likely Liam.

Just about every Labour council never wanted to have to impose the council tax.
Westminster forced them to.

Westminster decides the budgets for councils and CAN and DO dictate in England particularly where Councils are fully governed by Westminster.

...so had he not visited before during lockdown etc...it would still not have been known that there had been new properties built without planning permission and without the tax band being adjusted....?...
