Weird way of framing it. Overpopulated states?
California has 2 senators to represent 40m people.
There are 2 senators to represent south dakota and 900,000 people
There are also 2 senators to represent north dakota and just under 900,000 people.
So dakota gets 4 senators to represent 1.8 million people, and california gets 2 for 40m people. The issue in the US has always been one of too few people having too much power over the many.
