Because the world needs to think about the expense on the planet of driving your car/truck/suv. Not only this, but cycling doesn't wear down road infrastructure like vehicles do, and all cyclists are citizens, homeowners, and taxpayers in the jurisdictions they live so they do pay for roads. So I think the real question is, why do you think riding a bike should lead to someone having less access to roads, infrastructure, or value in a society?
They can cycle all they want, the signage just needs changed to give them more value in society that's all..
