Public service is universal.
It's not just the possession of being done only if doing Royal duties.

I'd hope you're not possibly trying to infer public service cannot be done by any other groups or individuals.

It's a true statement, public service is for any to do and is universal.
Or do you not agree that's the case.
Possibly that they cannot do public service unless they do it under Royal duty banners.
