Imagine this scenario in may of last year - Hancock having his press briefing

"Yes LT from GB News"

LT: "thanks Matt can i just go back to the importance of Social Distancing - would it be ok if say an office worker snogged the face off another worker say in a break room - by that i mean putting their tongues in each other's mouths and embracing for a minute say?"

i mean can you imagine his reply - he would laugh and say of course not - that is precisely what we must not do etc

To be fair, although I sympathise with why someone would leak this, I would imagine it's (highly) likely this is some sort of breach of contract for a member of security staff.
