I simply don't believe that Brad and Lucinda were last. More likely the directors wanted Brad out so concocted the the vote and twist knowing Brad would volunteer to go rather than

People will vote to save who they like...clearly Hugo is a favorite and if that meant saving them as a friendship couple to keep him in thats what the public will do...its happened before.
