I do think there is a genuine problem when people with large followings tweet out to many people that they shouldn't take the vaccine" - this is clearly stated as his opinion, and thus, falls entirely under GB News' supposed remit of freedom of expression.
There is a difference, a clear one, between "I think it's a problem" and "you shouldn't do that". You can think something is problematic, and tell them so, whilst conceding their freedom to do whatever they want. I think this may be the idea some people struggle with.

No in fact it was Fox who sarcastically asked "should I get a Tom Harwood tweet passport" and then he replied - in the same sarcastic/tongue in cheek tone - "I think everyone should really, that would really help". Pretending that either of these is a serious statement is disingenuous, especially when it was Fox who started that exchange of sarcasm.
Towards the end he says;
"
IF you were to tell your legions of followers to get the vaccine..."
Again a speculation/statement of opinion. There's no way to frame this as a demand.
You can't misquote and misrepresent a 1min 30sec video when it's right here in the thread - you posted it! - for everyone to listen to. It even has subtitles for goodness sakes, we can quote it verbatim.
