My assumption was that it would be like "A film from within the Toy Story films" ... so, in the world of Toy Story, this film (or series of Buzz Lightyear films) already existed, and the toy Buzz is the merchandise from those films, and now we're getting to see that "original" film in full. .

On the other hand - the Toy Story universe is fictional so I guess we don't actually know that it's meant to be an exact mirror of this world. Maybe in the Toy Story universe, they DO have more advanced space travel, we wouldn't really know from the previous films because they're all set in people's "everyday life", which wouldn't necessarily be "space aged".
