https://nltimes.nl/2022/02/01/carniv...sion-two-weeks

Netherlands: Carnival can't be banned, mayors say; Decision in two weeks
Carnival cannot be banned. Especially because the catering industry is open, said mayor Hubert Bruls of Nijmegen before meeting with Justice Minister Dilan Yesilgöz about it. "Carnival has many faces. People gather at home or on the street, and you don't need a permit for that," he said. The mayors and Minister will meet again in two weeks to decide how carnival will be celebrated. "It is too early to make a decision now," Yesilgöz said after the meeting.

The mayors worry that enforcing the coronavirus rules will be difficult during carnival, especially social distancing. "It is a complicated situation," said Antoin Scholten of Venlo. "In an indoor location full of music, people with a beer in hand do not stay 1.5 meters apart in their place," said Bruls. The mayors are still looking at the possibilities and impossibilities. They at least want to regulate the flow into cafes and bars. "We must try to discourage the large influx," said Bruls, also the head of the Security Council.

Annemarie Penn te Stake of Maastricht said that she would "do her best," but she "cannot live up to the coronavirus measures. "We'll walk around, speak to and give warnings, but I will not send riot police to the Vrijthof if it is full of people." She mainly hopes that the number of infections will have decreased drastically by February 15 so that more will be possible.

We have to be creative," said Jack Mikkers of Den Bosch. His colleague John Jorritsma holds his breath. "I'm afraid this year will be a disappointment for everyone who has a carnival heart.

The mayors and Yesilgöz will meet again in two weeks to discuss what Carnival will look like. "Carnival is here, I understand. Now we have to see how that can be celebrated under the applicable coronavirus measures. One thing is clear: it will not be as they are used to. Unfortunately, people also have to make sacrifices," the Minister said.

The mayors will get together various scenarios in consultation with the carnival associations and local entrepreneurs in the coming weeks. "The burning issue is the 1.5 meters. How should you deal with this?" Bruls wondered aloud. "Will there be an exemption? Will the mayors tolerate it? Or will it become stricter because the infection figures are rising?" Carnival cannot be a staged event, he said. "That will not work."

The mayors are also looking at regulating excessive traffic to squares and bars and discouraging carnival tourism. The intention is not that people flock to the south because they feel like a party. The folk festival attracts a large crowd from its own region alone.

They will make joint agreements with minor differences. "There are many variations of carnival in the country," explained Bruls. Limburg, Noord-Brabant, and the east of the country all have their own customs.

According to Mikkers, one thing is certain: the country is still in a crisis. "We have to celebrate carnival this year with reflection."

Netherlands: Half a million Covid access passes invalid from Friday
About 500,000 Netherlands residents will no longer have a green tick on their coronavirus access pass from Friday, Health Minister Ernst Kuipers said. They haven't had a booster shot yet, and the validity period of their Covid-19 vaccination certificate is coming to an end.

From this month, vaccination certificates are only valid for 270 days - in line with the European travel passes. The Ministry of Public Health calculated that "up to 540,000" people's access passes will expire on Friday based on how many people had their vaccinations over 270 days ago, the number of booster shots administered, and the number of people who tested positive for Covid-19, Kuipers wrote on Monday in response to parliamentary questions.

Kuipers expects that the shorter validity period of access passes will encourage more people to get the booster shot. "The GGDs have sufficient capacity to give everyone in the Netherlands a booster shot," he said.

The Tweede Kamer, the lower house of the Dutch parliament, will debate the extension of the temporary coronavirus law on Tuesday. This is the fourth time the law has been extended. Parliamentarians will also discuss the validity period of vaccination certificates and recovery certificates (180 days).

Health Min. postpones stricter Covid access policy pending further research
Health Minister Ernst Kuipers asked parliament not to vote on the bill for a stricter coronavirus access policy that refuses unvaccinated people. He first wants to do further research to see in which circumstances the 2G access policy is a "proportional measure" to use. Kuipers made this appeal on the same day that coalition party ChristenUnie and opposition party GroenLinks pledged support for a proposal to scrap the 2G bill, NOS and Het Parool report.

The Netherlands currently works on a 3G access policy. It allows access to the catering sector, among other things, to people who have been vaccinated against, recently recovered from, or tested negative for Covid-19. The 2G policy only allows people vaccinated against or recently recovered from Covid-19. This means that unvaccinated people who didn't recently have Covid-19 won't be able to access the catering sector and the like.

The Cabinet considers the 2G policy a better way to prevent the spread of the coronavirus. But the plan has been facing major opposition for months. A recent study on behalf of the Ministry of Public Health also found that the 2G policy won't be very effective against the high number of infections caused by the currently dominant Omicron variant of the coronavirus.

On Tuesday, parliament was set to vote on a motion filed by the SGP and parliamentarian Pieter Omtzigt to scrap the 2G bill. With ChristenUnie and GroenLinks' support, the motion would likely have had majority support. The other left-wing opposition party PvdA and GroenLinks often vote together. But even if the PvdA continued to support the 2G plan, there is currently no majority for it in the Senate. All other opposition parties are against it.

The ChristenUnie's attitude is a setback for the Cabinet, but not a surprise. CU parliamentarian Mirjam Bikker often spoke out against the 2G policy, suggesting a 1G policy instead, in which everyone - vaccinated or not - must test negative for Covid-19 to get an access pass.

In his weekly press conference on Friday, Prime Minister Mark Rutte acknowledged that the 2G policy would be less effective with the currently very high number of infections than lower infection rates. But he added that it would still have a dampening effect on the infection figures. And the Netherlands will need every method possible to lower the number of infections, especially because more measures have been relaxed, he said.

"We think that is an acceptable risk, but it does mean that you have to use the entire set of instruments," he said. Many of the Netherlands' neighbors are using the 2G policy and have fewer restrictions in place, he pointed out. In the Netherlands, people want to be as open as other countries and not use the 2G access policy, he said. "It cannot be and, and."
