Chicago has strict gun control laws and that's the gun crime capital of the Western World.

This monster would have gotten a gun somehow .. I have no idea what the solution is .

I do know that guns are banned in England yet almost 50 Manchester gangs ( out of 176 known gangs ) have easy access to all manner of guns .
