Yes, is the realistic answer to your question. Whether the French were right in the way in which they handled this, it's fair to say the reputation of English fans played a part in the way the French conducted themselves.

English 'yobs', and Italian 'ultras' probably have the most notorious reputations amongst the top flight of European football.
