my money is on Glasgow. It's too soon after the commonwealth games for Birmingham to get it

unless they want to promote UK as most multicultural in this event too, then Birmingham is best option

But Glasgow is fully booked while Birmingham has the ready made infrastructure, the history and only 2 events to cancel
