I'm amazed they didn't already have work phones, having them use personal mobiles to record evidence seems prone to all sorts of problems

Absolutely, I'm surprised they don't already have work phones too. Not only for evidence recording, but if they leave their number with a witness or whatever, surely it's better it's not their personal one?

Some officers are really good, but some are really bad.

Abusers of power, and gang like mentality is rife, and totally outweighs the good. You see it time and time again.
