In terms of powercuts... you can still make calls via a mobile phone in a power cut. If it's wider scale you sometimes lose 3/4/5g but usually not calls and texts. As for the "not everyone has a mobile" argument ... ... for those who are massively concerned about their granny in a powercut, you can get a basic mobile for £10.

I would imagine, phone companies (for those who don't really want internet) will simply give out very basic "adapter" routers that phones will plug into for the same price as current basic line rental. Maybe even with a very basic limited internet connection wirelessly.

I remember my mum (who couldn't even use a computer) switching from BT to TalkTalk because it was cheaper, must have been a good 15 years ago, and as part of their most basic package (cheaper then just BT line rental) it included a router with 4mb broadband/wireless. She never used it once but it was handy when visiting .
