They probably weren't actually physically involved the entire time but that doesn't mean it isn't grooming... grooming is what comes before actual sexual contact - the gaining of trust, affection, a but of coercive control etc. so even if he "waited" for this kid to be of legal age before actually "going there", it's still grooming.
When older people get together with much younger adults
and have known that person since they were a kid that's always a massive red flag.
