It seems she was in the care system which is unfortunately plagued with violence both sexual and otherwise, due to the difficult task of keeping multiple troubled young people together in one place. My sister-in-law is a clinical psychologist working with teens in care (North of England) and the stories she has are harrowing. She's also been in A&E multiple times herself from attacks. Boys aged about 13 to 17 seem to be the worst ... starting to get physically bigger/stronger but too young to have developed any control over their anger issues. Some never do of course.
