Alfie, I love you dearly... but you are king of the conspiracy theory.

I don't see the point of simpering Holly, she's a dress-up doll, vacuous queen of the pretty frock. But the police would not get involved if this was a ploy to boost her popularity. They're arrested someone, so there was substance to it.
