I still think this was an attempted Batman Gambit by Sturgeon - she could be fairly sure the whole-country government would intervene. She thought it would give ammo to her separatists, pointing to the nasty unionists.
But she had no idea what actual people outside of her little bubble actually thought about the issue. So it wasn't the ammo she thought it would be.
