Ostensibly he was referring to the fact that Sunak is a city-of-London neoliberal globalist. But yes I imagine it was also a dogwhistle reference to his skin colour for that "certain" flavour of Farage fan.

You probably have a point about the Neoliberal Globalist stuff tbf.

I think one thing is for sure, is that he said it in a way where it can be interpreted to make people think about Sunak in that kind of way, which imo is a below the belt thing to do.
