It's not really the same at all as Russia/Ukraine are absolutely massive land areas, Russia can use tactical nukes in Ukraine "safely" (in terms of the bombs themselves). As DemRed pointed out though, Israel can't use nuclear weapons in Palestine without Israel itself being affected. Literally affected by the blasts and fallout.

Whether or not they'd use them against, for example, Iran... is another question.

Again though, I don't think there's realistically any chance of Israel dropping a nuke without US and European approval. They cannot continue to exist plonked in the middle of the middle east without Western support in terms of just-about-everything... if they were to take desperate action that led to Western sanction it'd be over for Israel as a state.

There's also the small elephant in the room that, as you say, it's about how threatened Israel feel by Palestine but we all know that Gaza/Palestine are realsitically no threat whatsoever in military terms. It would be like using a double-barrelled shotgun to kill a mouse.

Again, Iran on the other hand... is where it's a different story.

Israel's nuclear program has been in violation of international law for decades. Israel isn't recognised as a Nuclear Weapons State by the NPT

That's because they didnt sign up to the NPT. Same as India and Pakistan didnt.

So I dont think they can violate any laws. Russia however, one of the 1st to sign up are surely breaking laws by threatening to use nukes.

Yep, though I think with Russia, it's a case of 'he said, she said'. MSM have been saying that Russia is threatening nukes and ten minutes later, Putins is putting out statements denying this.
