They're not "allowed" we barely have a police force because the Tories pulled every penny of public funding they could for 15 years. Don't get me wrong - I'm not being a Labour shill here - Starmer thus far has shown no sign that he intends to undo the damage but it is what it is.
Funnily enough when you underfunded your whole country for a decade it all starts going a bit off the rails. Could never have seen it coming.
