A phobia isn't an illness it's a firmly ingrained set of usually-incorrect beliefs either conscious or subconscious, that will have a root cause. In the case of xenophobia, that root cause is often "scary stories" and propaganda.

Also phobias are irrational fears and can be rationalised and if not removed, at least put in proper context.

Severe phobias will often involve a trauma response and that's a bit trickier to deal with, you can't just think your way out of trauma, HOWEVER it's extremely unlikely that the vast majority of xenophobia is trauma-based. It's indoctrinated.
