That's NOLA, typically. They have more politicians than common sense. They still have damage and issues stemming from Katrina (2005) that are unfixed. Every place is going to be a little different but generally speaking responsibility is handed off when federal takes over after preinvestigation.
But... the FBI is not as competent as is often portrayed. Have heard some shocking stories from the LEO side and some of their investigators are not the brightest. So not surprised that some places are not as willing to let them take over the wheel completely given they flat out lie now about basic facts...
Generally speaking they break these things up if they want different sides\depts speaking. They do multiple here. Local has their own with emergency response speaking first usually and more frequently, then State for general response and then maybe Federal if anyone still wants\needs their input.. or they take over sooner*
