I've never understood why Parties won't say they'll put up income tax. We never know what's round the corner and when circumstances may require changes to it. The Con manifesto of 2019 PROMISED national insurance would never rise under Johnson. Then he did put it up. An income tax rise across the board, would give all and more Reeves may need.
