I think the writing is technically better now than it was in the "Chibnall era" but I think one of the major issues it currently has is that RTD has become very, very self-indulgent and it's never a good thing when writers or showrunners start getting over-confident. I also think it's always been a better show when it goes a little darker... there's not been much darkness that doesn't feel a bit forced.

Basically they're quite stuck on this "After all, it was always intended to be a family/kids show!" when frankly that just is NOT the current audience... the current audience is mainly young adults who may have been kids when this run started, back in 2005, but they are definitely not now. They need to start writing for an older audience. That doesn't mean kids can't watch it... but I'm not saying it needs to go full violence-and-swearing, it can have complex/adult themes and you can trust younger people watching to figure out those themes. Kids don't just want to watch "kid stuff", that's kind of the point... us 90's kids grew up asking to stay up late to watch The X Files etc. it's fine to let kids watch shows written for adults!
