The Celts were chased/driven/fled to Wales and what some called West Wales, the former Celtic kingdom of Dumnonia.
Wales didn't really exist as "its own country" until England overtook and unified the various principalities.
But Wales became somewhat separate/devolved from the rest of England, so why shouldn't Cornwall?
