That's all so true. It seems like every time some unruly kid does something outrageous there's an explanation by way of some syndrome or attention deficit excuse. Things have definitely changed from when I was a kid. My kids' school has a zero tolerance policy against disruptive or abusive behaviour but still kids push the boundaries and their parents are outraged if their kids are accused of being anything but perfect. I always say my children aren't angels but I never have to be embarrassed by their behaviour or worry that they're bullying or being disruptive because they know their father and I would make sure the worst punishment would happen at home. We don't hit them... but there would be dire consequences and they know it. It feels like some people have kids them absolve themselves of all responsibility.
