Well if a kid is walking down a street with a chocolate bar or something and just leaves the wrapper on the foot path and the parent doesn't do anything, the obviously that kid is going to frow up to be an adult that litters. But if they are reprimanded or shown not to do that, they will know the difference.
I was never told not to litter but I think you're a tramp if you do litter where there are plenty of bins around, throwing things out of car windows etc, well if you know any better anyway (ie you're not about 5). But being told not to litter could have the opposite affect, kids like to rebel against what their parents tell them.
But in effect, you're doing exactly the same thing regardless of whether there is a bin 5 metres away or 5 miles away, you are still littering so you're a tramp too, just a hypocritical one.
