That's the vB rep system. When you get a certain amount of rep 'blocks' you'll get "[username] is on a distinguished road". "[username] has much to be proud of" etc.

2000 Members is a bit over-ambitious though IMO. Maybe something like 750-1000 might be a little more realistic.
