Its because its a civil not a criminal matter between the Swiss and an American, the US does not extradite its citizens to foreign countries to answer civil matters. Nor do they enforce financial awards/penalties from outside their own borders.

If Sisqo ever goes to Switzerland after last years ruling he could find himself in court, but do you honestly think he will?

If he submits a DNA test and is found to be the dad, he can be extradited if the Swiss ask for him to answer a criminal case, but obviously his lawyer has told him, you give DNA that proves its yours, you go to jail over there.
