I believe in god, I am pretty religious. But I will always raise my kids. without any religious influences. My parents, were very much like that. They nevr forced me into believing anything. They always tried to just inform me of whats out there.
I think you have to let a person, just be.

I have, but \I dont! I am muslim.

And not raising them in any religion, means, I will let them choose who they want to be.
I have complete faith in my beliefs. As I am sure, anyone in the same situation. If my kids are gonna believe the same thigs I believe in, they will do so, because of their brain, and their reasoning. Not because they were forced to. There is nothing worse than that I think for a human being.
In this day and age, everything is scrutinized, and questioned. So your kids, should be prepared, and open minded.

But faith, for those who have it, governs all.

And is it normal for a practising Muslim not to encourage their children in faith when they are 0-12?

How can they possibly be considered adults when they haven't fully developed physically or emotionally - nothing logical about it!
