That is an old Japanese saying.
"You will like the place eventually" or "Wherever you live now is the best for you." or something like that. (you see, my English, I am not explaining well)

How we use it? For example;
If a child is moving to another place to live for some reasons, and he/she is not keen the place, parents might say to her/him,"住めば都 sumeba miyako"
