Somehow you've conflated "most hated" with "worst". Unfortunate mistake . Villains are as important as Heroes when it comes to telling a story, if not more. It's like Star Wars without a Vader.

The worst housemate in BB hostory would make absolutely no impact on the show and would not be remembered afterwards. Bea, being the "most hated housemate in history" is obviously not this person

I loved Bea. She would have been a nightmare to live with, but she was entertaining as hell. She made the second half of BB10.
