Have any of the girls actually told him "hand off!" because even though they know he will touch them they still come and sit next to him and cuddle up to him.
If they then were to go and whine about him touching them I will cry foul, you can't sit next to a guy you know will do that then cry foul when he does. He is always sitting the same place and takes a while to get around so its not like he's chasing them down to slap arses, the girls are coming up to him.

Seems to me like they are playing "be nice to daddy" to keep in his good graces.

If the girls don't tell him off, and still come sit next to him it's not 100% his fault IMO, the fact that he does behave this way is between him and his wife.
I'm not really bothered by it myself.
