Nope, otherwise anyone discussing nominations could say it was just a joke, and if the people genuinely 'joking' were the only ones not punished then it would inform housemates, albeit in a roundabout way, of a 'fact' of how the offender had really voted i.e. in this instance jj would know josie had never nominated him and you're not allowed to tell someone that, just as you're not allowed to tell them you HAVE voted for them - geddit?

This how I see it too. It's a fact that Josie often communicates using opposites or sarcastic statements.
Sadly nothing will be done about this as yet again BB will protect their star progeny.
