Simple economics. Because the people who make up the rules are also making money out of it. In fact the more cheating that goes on the more money they make. Which is why they love to pander to the more gullible type of people that waste their money on phoning TV shows. How many of these people actually understand the concept of the original Big Brother - I'm mean George Orwell's 1984. Not many. How ironic.
