It's been the same problem since BB7 though, and the inevitability of walkers or ejectees doesn't help too. Apart from Pepper though it hasn't been the people coming in that's been the main problem - the first batch were inevitable, the second were effectively replacements for all the walkers. It's been the evictions - or lack of - which is the problem, and also once again not allowing a series to reach some kind of closure by letting the numbers dwindle. With 9 remaining there should have been at least 4 more rounds of nominations, especially as once Pepper was gone who was nominating who would have been very tough - and that's where a house where they all do generally get along becomes interesting.
At worst slotting in an extra eviction night before the "final" would help. Two doubles rather than one quadruple would be better for the show.
