I've always been of the view that you need just 16 HMs for a 13 weeks series - 12 evictions and 4 finalists, with any walkers/ejectees replaced as necessary.
The idea that you need more people towards the end to keep it interesting is rubbish - BB3 had 7m watching nightly in it's final week with just four people, and what made the final weeks of BB1-3 interesting was that HMs who didn't get on were forced to live as a small group for the last couple of weeks in the house. In more recent series with 6-7 usually in the final week HMs have still been able to split themselves into two groups - which just isn't that interesting to watch.
