Apart from Dave obviously trying to hurt Sam with the nipple tweaking, the rest is just pranks, the same as he does to them.
But the difference is he gets slated for it and they don't.
It is the BB house for goodness sake, pranks are one of the things that entertain us.

No, Sam is not being bullied. Bullying is somebody being picked on and repeatedly targeted for no reason. Which is why the whole Corin thing is such blatant bullying. If Sam messed with Corin's stuff... then messed with Josie's... then messed with mario's and so on, it wouldn't be bullying, he'd just be an annoying practical joker. It's the fact that he doesn't seem to leave Corin alone, for however long it's turned out to be, that's so appalling. And I don't think anyone has ever picked on Sam for no reason repeatedly (correct me if I'm wrong) so no, he's not being bullied.
